USE OF INSTRUCTIONAL DEVELOPMENT
EQUIPMENT, FACILITIES, AND SERVICES
I. REFERENCES:
UCSB Policies Manual, Policy 2310, Policy on Liability for
Instructional Development Facilities and Equipment.
II.. POLICY:
A. General:
1. It shall be the responsibility of Instructional
Development to determine the appropriate use of its
equipment and related media on and off the UCSB campus.
2. Certain equipment and facilities are considered "tools of
the trade" and are not available for loan. These
facilities and equipment are to be used by Instructional
Development staff in their assigned tasks.
3 When Instructional Development personnel are requested to
perform services outside the regular University workweek,
Monday through Friday, approval must be obtained from the
Dean of Instructional Development. All costs incurred by
such overtime will be recharged at current rates and will
be in accordance with any personnel policies in effect.
4. Off-the-air taping will be done only in compliance with
University guidelines, federal policies, and copyright
laws.
B. Instructional Use:
The first priority for the assignment of Instructional
Development equipment, facilities, and services is to support
instruction on the UCSB campus. As funding permits,
Instructional Development will provide service at no charge to
campus academic departments during the regular academic year in
order to:
1. Support any course in the location listed in the current
UCSB Schedule of Classes.
2. Prepare for any course listed in the current UCSB General
Catalog which will be offered within one academic year.
C. Non-lnstructional University Administrative Use:
Depending upon the availability of facilities and equipment,
Instructional Development will support non-instructional campus
requests for services. Current, published rates are available
from Instructional Development.
D. Use of Audio-Visual Equipment by Students:
1. Use of Instructional Development equipment may be
authorized for use on and off campus by registered student
groups with the approval, in writing, from the Campus
Activities Center.
2. A member of the student group must assume full fiscal
responsibility for the equipment.
3. Failure to pay for lost or damaged equipment in 60 days or
less may result in the following action:
a. The student organization may lose its registered
status, and/or
b. The responsible party may be denied re-registration,
graduation, and/or receipt of grades.
E. Use by Non-University Related Agencies:
Instructional Development will provide support to
Non-University related agencies under the following conditions:
1. The equipment requested must not be available for rental
from a commercial source in the community.
2. The equipment must be supervised and/or operated by an
Instructional Development employee.
3. Equipment and personnel costs will be charged at current
rates. Transportation or a University vehicle must be
provided for the operator.
F. Support of Graduate Students' Projects:
As workload permits, Instructional Development facilities and
equipment may be used by graduate students working on a thesis
or dissertation, e.g., research, study, seminars, or pro
fessional presentations. The following conditions apply:
1. All services, equipment, and facilities are charged at
current rates.
2. Charges can be paid by the sponsoring faculty, academic
department, or graduate student.
3. An appropriate budget number must be supplied to
Instructional Development in advance of service.
G. Film Care and Storage:
Instructional Development provides film care and storage
services for academic departments (and some non-academic
departments) on campus who have purchased films for their own
use. Although physically stored at Instructional Development,
ownership of these films resides with the purchasing
department, and is so reflected in the records. Instructional
Development will provide maintenance, cleaning, inspection, and
repair services on a recharge basis for those films retained in
departments.
Generally, these services are provided free of charge to
departments (exceptions are specified-below).
1. Films are inspected and lubricated when initially received
by Instructional Development.
2. Head and tail UCSB identifying leaders and
"Protect-a-Print" are spliced onto the films, the films
are put on new reels and are placed in protective
containers.
3. Films found to be damaged on initial receipt will be
repaired, if possible, without removing footage.
4. Films are stored in a refrigerated room at temperature
ranges recommended by Eastman Kodak.
5. Films are cleaned and inspected after each use and a
written log on their condition is maintained. Films are
liquid cleaned and protected every 10 screenings or once a
year, whichever is sooner.
6. After a film showing has been scheduled in advance through
Film Ordering (x3518), department films will be delivered,
shown, and returned to the Film Library by trained
Instructional Development operators at no cost to the
department for regularly scheduled credit classes.
(Extension courses and non-academic departments using
UCSB-owned films will be charged a $10 handling fee.)
7. If approved by the department of ownership, Instructional
Development will show department films to other regularly
scheduled classes as in #6 above.
8. Department films will not be screened or loaned for
non-academic showings without prior written approval from
the department of ownership.
9. Films damaged by non-lnstructional Development operators
will be repaired to the best extent possible at the
current hourly recharge rate plus the cost of replacement
footage, if required and available from film's producers;
these costs will be charged to the agency responsible for
the cause of the damage.
10. Departments wishing to use this service should deliver
films to Buchanan Hall, Room 2950 (x2332).
11. Film showings should be arranged at least one week in
advance of the scheduled showing, through the Film
Ordering area in Kerr Hall, Room 2130 (x3518).
H. Use of Videotapes and Playback Equipment
The Television Services section of Instructional Development
maintains a library of videotapes which are available to be
used for courses listed in the current Schedule of Classes.
1. The closed circuit distribution system consists of 58
general assignment classrooms equipped with television
monitors. If videotapes material is used in a course, a
room with monitors should be requested during the
scheduling of classrooms prior to the beginning of the
quarter.
2. All playbacks are made from Kerr Learning Resources Hall.
Playbacks must be requested at least three working days in
advance of the show date. Dates for series playbacks
should be made before the start of the quarter if
possible.
3. An individual videotape may be shown simultaneously in
several different rooms to facilitate large group
viewings. Playbacks can also be made in Buchanan 1910,
1920, or 1940 (not simultaneously) through a large screen
projection TV system.
4. Color TV playbacks may be made in Phelps 2517 for groups
of up to 60. The Kerr Learning Laboratory has playback
capability for individual viewing.
5. Playback of videotapes supplied by off-campus
organizations may be played back through the distribution
system if they are compatible. The format for
Instructional Development distribution is 3/4-inch
videocassette. Any special handling or duplication of
videocassettes will be recharged at current rates.
6. Before tapes, in any format, can be shown or copied using
Instructional Development equipment, the source and
content of that tape must be made known, and must not be
in conflict with the present University guidelines and
copyright laws pertaining to the use of such tape. (See
Attachment A.) Instructional Development is obligated to
refuse equipment use or tape transfer services when an
infringement of copyright guidelines or laws is apparent
or implied (Attachment B).
7. The first priority for use of video playback equipment
owned by Instructional Development is to support the
instructional program on the campus. Non-instructional,
University-related users must request equipment and
playback through appropriate channels (see UCSB Policies
Manual, Procedure 2332). Hands-on use of the equipment by
faculty and others is possible only if equipment and
personnel for delivery and set-up are available. Because
of equipment limitations, playback is limited to 3/4-inch
format. Service is available on a recharge basis through
the Television Services area of Instructional Development
to transfer other format tapes to 3/4-inch format
I. Use of Television Facilities in Conjunction with the
University's Public Information Program:
Instructional Development may produce television programs about
the University for use by commercial and public broadcasting
stations. The Office of Public Information serves as the
coordinating agency for such productions, while Instructional
Development makes available staff and production facilities.
Public Information will be responsible for selecting the topics
and guests, preparing scripts, and overseeing the distribution
of these programs. All production costs incurred will be
recharged to the Office of Public Information at current rates.
